(iii) Trade
Kowloon has become an outlet for the needs
of trade and commerce, more especially in connection with
shipping. The Hong Kong & Whampoa Dock Company, one of the
largest companies of this kind in the East, is situated in
Kowloon. The Standard Oil Company of New York has leased a
large property near the boundary of Kowloon proper, and has
erected oil tanks there. On the water front are various wharves
and godowns used by the ocean going shipping companies, whose
ships pass through the Colony. It is only necessary to say
that the P. & O., C.P.R. and Holt's all berth their steamers
at Kowloon. It would be difficult, if not impossible, to find
ir
accommodation to meet the needs on the island itself.
There is an important Harbour of Refuge from typhoons on
the west of Kowloon Point, the need for which for the protection
of craft is paramount. The one on the island at Causeway Bay
is not sufficient for existing needs.
In addition, the Green Island Cement Company has its
works in Kowloon.

(b) Military. I attach a list of the various Military
establishments at present existing on the mainland. Some are
in Kowloon itself, and some in the leased area outside.
will be seen how essential Kowloon is for Military purposes,
quite apart from any strategic questions, as to which the War
Office is more competent than I am to advise. Even to a layman,
however, its essential value from a strategic point of view
seems obvious. It may be noted that in the Convention of June
9th, 1898, relating to the lease of the New Territories, it was
stated that "such extension was necessary for the proper defence
and protection of the Colony."
(c) Naval. I attach a list and plan of the Naval establishments,
which include a dock which is absolutely necessary to the needs
